Windows cannot access.. you may not have permissions

I have set it to run as administrator and try right clicking it and then run as administrator anyway! I have gone to security tab and clicked unblock, so what's up still getting the same message.

Please post an exact screenshot of the error and when it happens.
Also in case you're using some antivirus, please check if it's not blocking HWiNFO.

Hi, my antivirus had been unknowingly in silent mode ofr a while, and didnt give me the opop-up

However I am still wondering why there is no vcore stat for my cpu?
The closest thing to the value detected on other programs  is the vtt on  themotherboad for some reason.

I can Vcore being reported at the bottom of the screenshot you posted.
