Well i have a DELL and a Toshiba both don't work

Hello there! I am woundering how do i change the speed of my fan with this program. I saw a video but it was obviously old and i didnt find such things as in the tutorial. Help me because my laptop is heating up really fast and the fan is using only 30% of it's speed. Thanks. P.S...
