That might have done the trick. No problems since. Perhaps a little more intelligence in the installer to take a quick look at the hardware and turn off unneeded things like this Intel helper in my all AMD system. Thanks for your help.
It finally did it again. Although this time when I shut HWInfo, it also shut the process:

I was running HWMonitor - however this is not necessary for the 10% to start. I will try to capture another debug file without HWMonitor. There is no obvious way to trigger the 10% - it just seems to happen and then won't stop until I shut down the HWInfo process.
HWinfo will start using 10% of my CPU for no reason. If I try to shut down HWInfo via the Traybar and right click the icon and Quit the icon disappears but the process continues. I have to shut down the HWInfo process via TaskManager.
