Figure out it was a gigabyte motherboard bug, need to reset the sa voltage, then go inside the overclocking settings and manually enter the soc voltage value fuck gigabyte

already set soc voltage to 0.9v in bios, but CPU VDDCR_SOC Voltage (SVI3 TFN) shows 1.2v
