Any reasoning why both usage and utility values for cores are different? Aren't those inherently the same values?

So after updating a week or so back, I've noticed that HWINFO is showing incorrect values when it comes to core usage. I noticed it when gaming and saw that afterburner already fixed it in their last beta (it had the same values as HWINFO and not as taskmanager for core usage before updating)...
