Average DL & UL

Is having the average DL 2,243.325 kb/sec UL 170.171 kb/sec normal to see if I only turned on my PC about 3 hours ago and in this order: typed out 3 Word documents and went on 2 sites, Redditt and here? Reading only and posting 4 posts + this. Have the screen prints and video with times. My PC also restarted by itself around 8pm as I returned to the room after being gone for approximately 10 minutes. The update was for what is listed on the screenprint as today 9/5 and it just happens to have been released on Aug. 5th, 2023. Why "preview" now? I have the notifications set for pending restart/required. That was hours ago when it restarted. The DL and UL were much higher at that time, but I cut off network and restarted the PC to leave for a meeting. It continued upon bootup but when I actually started to try to document what I saw it just somehow.... slow.....ed ... down... that KB5029351 preview update was released on august 22nd. it's still fairly recent.
In general, unless you suffer from a bug that the incoming cumulative update will adress, it's useless isntalling update previews. Just wait for the final cumulative update that comes every month.
Update previews are like beta versions of the cumulative, early access to fixes.
