Computer skips frames regardless of game or usage, skips frame on desktop somewhat often as well. Any advice on a fix?

As described in the title my computer has started skipping frames regardless of task or usage and I'm not sure what is causing the issue. Temps are reported under 65C on CPU and GPU is fine as well. BIOS and Windows are up to date as well as GPU drivers. SFC finds no integrity issues. Voltage seems normal on CPU 1-1.475 volts depending on load. I'll attach a log report while I was gaming and maybe yall can see if there is a glaring issue there. I cant find anything and I've combed it for over an hour.
