Core numbers green/red

i hope this is not a silly question....
in the summary cores window where core 2 and 3 showing red, all others green,
what does that mean ?

that is from a cpu i want to buy. not mine. bclk is 99.8mhz.

Color of the core label (2, 3) indicates thermal throttling status - red means it's throttling (temperature of the core reached the critical point). That indicates cooling is not sufficient.
You can get more information about actual temperatures and status in the Sensors window.
