CPU WORKING HALF AS GOOD :(

I was just playing some games and watchin some videos on youtube and then my computer started to run very slowly, so i ran HWIN and it told me this, screen shot provided, and my CPU Cores were only running half way! Help!

Try set High Performance power plan on windows Power Option and see if that bars goes up . I always love to see that bar reach 4.0 GHz . Or may be your HSF just need replacement or something else Martin here can help :s

If CPB is disabled, you should be able to enable it in the BIOS.
But I don't think that a disabled CPB can have such a huge impact on performance. That can be caused by several other factors including software/drivers.
The fact, that your CPUs show a lower clock is normal if they are idle. You should check the status while running some intensive applications.
