Please attach a screenshot of the fan control window. Have you properly enabled manual control?
If everything fails to restore automatic fan control, then you need to power off the machine, remove battery and wait few minutes.. Then it should restore back.

I set to automatic, I set to manual, no difference the fan is at max, after shutting down and removing battery at post fan goes to max and stays there....Removed the program entirely and fan stays at max. Does your program modify the HP bios?
No, HWiNFO just sends commands to the fan controller circuit. This setting is overriden by the BIOS on each boot.
Moreover, the fan controlling circuit doesn't retain settings after a power loss.

My HP Probook does this from time to time. Disconnect power cord, remove battery, hold down power button for 30 sec.
Reinstall battery & connect power cord. Should start normally. Has worked for me every time. As to what the cause is, I don't know.
