GPU Numbers?

Windows 10 64-bit
X570 Steel Legend

My top pci-e slot has an EVGA RTX 3080, my second slot has an HD 5450. Should I be concerned that HWiNFO numbers these in the wrong order? I've tried disabling the GPU swap setting and I see no difference.

Windows Powershell shows them in the correct order. The ATI card doesn't show up in the task manager performance tab.

Latest drivers are installed for the RTX; the drivers for the HD come from Windows Update.
 
My motherboard's manual shows the NVidia in PCIE1 and the ATI in PCIE4. Should this not result in the NVidia card being GPU#0 and the ATI being GPU#1?

Is there something I should be taking a closer look at, or does it probably not really matter?
 
It looks like having two cards forces the second to run at x4. HWiNFO shows some kind of "dummy function" in the second slot at bus #16 tied to bus #4, whereas the RTX is on bus #15. So I suppose that explains it and everything is normal?
