GPU Performance Limiters [HELP]

Good evening friends of the community.

I'm not an expert, but I recently set up my machine and I'm using HWMonitor to try to identify if everything is going well or if I did something wrong.
In my GPU tab, I found this information, but I don't know exactly what it is, if it is supposed to be at 100% or if I should do something to fix it.

This is:
"GPU Performance Limiters > Performance Limit - Utilization"
Can anyone help me by explaining what this "limiter" is about, whether this is normal or whether I should take some action to improve this?
 
Today, I noticed that Performance Limit - Power and Performance limit - Reliability were marking "YES", with 5% in one and 63% in the other, in this case does this indicate that my power supply is not meeting the GPU's demand? Is this a correct reading I made?
 
I understood...

I chose the parts for my machine myself and assembled it myself, so I'm worried about whether I'm able to "extract" the maximum performance that my Hrdware can offer, without overclocking in this case.
I thought this information was a limitation that some part of mine was preventing the GPU from running at its full capacity.

The limiter regarding power of your GPU is enabled when is reaching 83 C but, that is for many GPU and is nothing to worry about. Along with power constraints when reaching 83C, the performance of your card will decrease only after reaching 83 C depends where is the limit set. For my card is 84C.
You can increase that limit but, I wouldn't advice that since you have no sensor on your GPU for VRAM(RAM on your card)

Post all your configuration including PSU and a picture of your PC with side open of your case so I can help further.
