when launching HWiNFO64, it displays the following window first:

How can this be avoided?

This is standard Windows prompt when launching applications requiring Administrative access (UAC prompt).
It can be bypassed by lowering the UAC level by that will affect all applications. Another way is to make the program automatically start.

What second concern, the welcome window? That's disabled with automatic start too or there's a setting called "Show Welcome Screen and Progress".
