IPMI Sys Fan speed not reported

Two machines with identical hardware: HWiNFO64 v6.14-3980 reports fan speed for one under IPMI, but doesn't report it for the other system. "Sys Fan" doesn't show up in Sensor Settings > Layout in the non-reporting machine. Is there another setting?

Is the fan on the other machine spinning? If yes, please attach the HWiNFO Debug File of both machines for analysis.

Also please make sure to open the sensors window too before closing HWiNFO for the Debug File.

According to the dumps you provided the other system really isn't providing any fan information via IPMI. The difference is most probably due to different firmware versions.
But those machines aren't absolutely identical either as the mainboard versions are different:
J17012-503 - no fan
J17012-551 - fan

BIOS versions:
SE5C620.86B.02.01.0008.031920191559 03/19/2019 - no fan
SE5C620.86B.02.01.0009.092820190230 09/28/2019 - fan

Try to upgrade the BIOS/firmware on the system if that will help.
