Lag/mouse shutter on startup since fitted new graphic card

Hi,

Long Story short, replaced my 3060ti with a EVGA 3080ti ftw3 ultra. Since then I have been getting a very massive lag/mouse shutter only in the first boot in the mornings. I have to restart the pc a couple times then I can game all day and restart pc and it doesn't do it.

I have ran numerous tests while gaming, and during the lag.

The only thing that stands out is the "Power Reporting Deviation". Why would installing a different graphic card change it. I have never experienced anything like this before. It only does it when the pc is "cold" first morning boot.

My PC Specs:
AM4 5800X CPU
MSI x570 Mag Tomahawk Motherboard
Corsair Vengeance RGB Pro 3600mhz 32GB 4 sticks RAM
EVGA 1000W Power Supply (used 3 separate pcie cables)
all m.2 and ssd storage
Corsair H150i AIO with all Link Fan's
Hyte Y70 Touch Case
EVGA 3080ti FTW3 Ultra gfx card
Asus VG27A 1440p 27" 165hz Monitor
Windows 11 Pro

I uninstalled the nvidia driver, removed card, fitted the 3080ti and install latest driver "Driver Version:572.60 Release Date: Thu Feb 27, 2025"

any help would be greatly appreciated. I have read the other page on the "Power Reporting Deviation" but I still don't quite understand it.

Hey Nic11,

Is there only 1 monitor being used or do you have multiple monitors? I only see one in your list but wanted to double check. My daughter was having a stuttering issue at boot loading new programs due to her multi-monitor setup. I built her a 13600K / RTX 3080 / Z790 DD5 6000 PC. She was using 2) 4K60hz 50" LED TV's & 1) forget the name 1080P 60hz 27" monitor all at the same time. Not 100% why hers would do that stutter for a 1/2 second opening like OBS / XTU or sometime a few programs all really quick in the same session. She had the 2) 55" & the 27" all plugged into the RTX 3080 but when I unplugged 1 of the 55" and put it on the MB to get video out from the IGPU it fixed the stuttering completely. This was the last thing I tried after about 2 weeks of struggle to find out what was causing it. Her stutter would only start right at boot since she would open everything right in the beginning. She would also get these random encoding lag in OBS when she wasn't even recording. All her issues are fixed.
I did read someone had a similar issue to you and it was the PCI-E riser card failing in their PC due to how it was bent.

So I run the Hyte Touch screan and the Hyte app.

I haven't had the lag/shutter happen yet. Although I had a issue where the PC wouldn't boot and I would get the VGA Error on the board When I put the 3080ti back into my PC. I had to Clear CMOS to fix it. This was after testing the gfx card in my misses pc for about half a week with no issues whatso ever. Her PC has similar spec to mine.

So now without the lag/shutter, I am still not happy with it because I get Utilization varies between 3%-45% in "Task Manager" very erratic and not stable. and graphic card ramps up to about 62degrees, fans kick on and off, on idle with nothing on. creeps up straight after first startup. My 3060ti used to sit at 3% utilization and 45degrees, same as my misses 3070ti and same with my 3080ti in my misses pc.

So I checked "Process Explorer" and found the "Hyte Nexus App" causing so much gpu usage. So I exit the app and disconnect the Touch Screan which will reduce the utilization down to about 20% but it still not stable and temps haven't come down at all.
