I ran a hwinfo i saw that Performance Limit - Utilization,Power,Max Operating Voltage, Reliability Voltage, Thermal on Yes under 100% load i am new to hwinfo what does this exactly mean? I am running a RTX 2070 S

That determines why performance (clock) is limited from the maximum. It has been explained a couple of times on this forum.

Say the GPU is rated for a maximum clock of 1500 MHz, but when there's not enough load (Performance Limit - Utilization), the clock is reduced. Similar for other reasons.
