Question regarding performance limit

So I recently increased power limit on my GPU using MSI Afterburner. I noticed after a long session of gaming that at some point the “Performance Limit Thermal” line switched to Yes. The highest recorded temp on my GPU was 61 so I really don’t think I’m thermal throttling. And it only switched over for a moment. I reset the tool and it hadn’t switched on since. I ran some benchmarks to try to get the GPU toasty, increased temps to about 65 but never saw the thermal limit show yea again. I guess my question is simply why would that trigger? Thank you
 
This might have been a very short spike in temperature that wasn't registered by HWiNFO or some erratic value read internally from the thermal sensor.
