Ryzen 5800X - Question about Frequency Limit - Global

Is there any way to further diagnostic the reason for the displayed limit?
If my system is idle, the limit is 4850MHz. Running CB20 multicore bench or cpu-z multicore stress lowers the limit to 4650MHz?

The CPU periodically checks several working parameters and their respective limits like PPT, TDC, Temperature, High-temperature Fmax, PROCHOT, VID, etc. and based on this outcome enforces the current frequency limit.
