Strange PCI-E speeds

So, according to HWInfo,
  1. there is a PCI-E 16x 3.0 controller with ASPM disabled running at 2.5 GT/s instead of 8 GT/s. -> Is this normal?
  2. on this bus, there is a graphics device running at 2.5 GT/s -> makes sense if the controller is running at 2.5 GT/s
  3. on the same bus (and card), there is a sound device running at 8 GT/s -> How so...?
A.) Shouldn't the bus be fixed at full speed when ASPM is disabled?
B.) How can the sound device report a different speed while sitting at the same controller and shares the PCI-E link?

I wonder if this is all normal, HWInfo reports something incorrectly or the machine does not behave as I would assume.
