Thermal limit percentage (AMD) question

I have a question about this new metric. I am not sure that I understand it correctly.
I have Ryzen 5800X3D and below some readings during different load.
App - CPU (Tctls/Tdie) - Thermal limit
Cinebench 23 multicore - 76C - 84%
Gaming (Assetto Corsa Competizione) - 66C - 72%
Idling - 40-42C - 40%

Does it mean for example during cinebench that I am hitting cpu thermal limit 84% of the time ?

No, this shows how far from the thermal limit the CPU currently is. So for example if the thermal limit is 100 C and the current temperature is 70 C, it will show 70%.
