Virtual memory committed is higher than my RAM + page file. How?

I have 8 GB of RAM and an 8 GB page file. How do I have a maximum of 25,198 MB of committed virtual memory?

I have read that committed memory refers to the memory requested and not the memory actually in use, but the other sensors still don't make sense — it shouldn't be possible to have 95.1% virtual memory load with only 21.9% page file usage.
