Even if 3rd party software like System Informer, Process Explorer, MSI Afterburner, etc. were working ok... Windows Task Manager was also displaying 100% CPU usage.There's something weird going on as all cores C0 residency is also reported as 100% which means all cores are fully active.
Try to check the Windows Power Plan if that will change something...
Alternatively you might try to enable the "Snapshot CPU Polling" option in HWiNFO.
