Am I correct in thinking if I just use HWInfo (personal use) to monitor my PC (no other software interrogating it) the time limits on Shared Memory Interface won't affect my use?

Is the highlighted row suggesting you think the throttle is triggered by a GPU Hotspot, rather than the GPU PPT Limit, or are you not intending to draw attention to that row?

Sorry for the late reply. Looking at the other specs both kits of ram are identical, except that one kit lacks the thermal sensor.
Looking at the (cardboard / plastic case) packaging, looks like one kit might have been manufactured (or at least packaged) earlier than the other, but...
3(!) Extra exhaust fans up top did the trick - ram now consistently under 50c, other temps all good. I now just need an anchor to stop my pc lifting off the ground when it starts up :)

If you didn't have a good reason for updating the bios, I would consider reinstalling the earlier version.
Two sticks of mismatched ram - that also could be your problem (or maybe you have more than one...
6 push / pull at front plus more aggressive fan settings has improved things quite a bit. Max memory temperatures under load now around 50/51. Hopefully with some extra exhaust fans it will improve further.

Have you checked that you're not overloading the header? Not sure of the power draw of your fans or the supply to the header but many headers are only powered to support a maximum of 4 fans (see e.g. https://www.amazon.com/ask/questions/Tx36ZT5RCR0P8QP - but obviously you'd need to check the...

But it's exactly the same kit of ram!

Thanks. For both sticks of ram, the top row in my system summary table (corresponding to the xmp values the memory running at) shows 1.35 v. (All the lower rows in that table show 1.2 v - are these pre-defined values for other possible memory configurations I haven't chosen?)

Thanks, just put the ram from the Gigabyte z390 Aorus Pro Wifi into the Asus ROG Strix x570 e and now HWiNFO shows no DIMM temp readings on the Asus, so I think it's the ram.
Swapping the original ram back into the Asus, the Dimm temps appear again.
I'll also have a look at...
I don't recall installing any; can't see any running at the moment or installed.
I think Gigabyte's current software is RGB Fusion 2.0 - doesn't seem to be installed.
