Thanks! I think this might be due to the 2 NUMA nodes.
Can you please open the Windows Performance Monitor, click + to add a new counter, select "Processor Information", "% Processor Utility" and post a screenshot so I can see all instances available there?

I found no problems in windows Performance Monitor.
