I believe (I’m not in front of it right now) description says to go to HWiNFO forums for more info, and that is the article @Martin posted.

Anyway you didn’t read it, otherwise you would know by now that PRD value can count/be evaluated only under 100% CPU load. And that is also on the sensor tooltip description.
