I have found that HWiNFO64 affects my gaming FPS, causing it to drop.
Additionally, when testing the memory using AIDA64, I noticed that the L3 latency was significantly higher. However, once I close HWiNFO, the issue is resolved.

Windows 11, CPU: i9-13900K
 
This could be caused by reading some sensors (like EC) but without knowing more details about the system I cannot provide any other clues.
You can try to disable monitoring of those sensors by hitting the Del key over their heading.

do you mean the ASUS EC: ASUS?
 
Then try to disable other sensors like the GPU until you figure out which one is causing it.
 
I think the issue may be related to shared memory support because when I run HWiNFO for a long time, the game becomes very laggy. However, when I restart HWiNFO, the lag improves, although it still persists, but not as severely.
 
It's easy to check this assumption by disabling Shared Memory Support in HWiNFO.
 
That could also mean the higher load/latency is caused by the Stream Deck plugin. Try to run without it to see if the problem is there.
