Win7 SP1 x64 - I do not confirm - Process Hacker, Services tab:

Hwinfo_206, Hwinfo Kernel Driver (V206), Driver, Running, System Start, Normal, C:\Windows\System32\Drivers\Hwinfo_x64_W7_206.Sys, \??\C:\Windows\System32\Drivers\Hwinfo_x64_W7_206.Sys

Most likely, the launch of the driver is blocked by an antivirus or via a virtual machine.
