Seems that My Dell Inspiron 7386, has 16 GB of Ram supposed to be 2400GHz. the program is not reading my sticks 1 or 2  and only showing timings and that it rated for 1200 GHz and running at 600GHz

This is a common 'feature' of some machines including some DELL. They have either a locked memory controller so that it won't allow accessing the DIMM identification data (SPD) or feature some proprietary switches on the SMBus/SPD. I'm afraid there's nothing I can do about this. Unless DELL would provide information about the locking mechanism, which is very unlikely to happen.
