Performance Limit : Thermal always Yes

For a couple of days, I am observing reduced performance when playing games - stutters and lower FPS. When I checked HWiNFO64 7.50-5150 I see that my GPU performance is being thermal throttled regardless of temperature.
I don't see throttling on CPU. I opened up the laptop and but it was recently cleaned so not much dust anyways.
Anyone know the why this is happening?

Specs -
Lenovo Legion Pro 7i 8th Gen
i9 13900HX
RTX 4080

Running while pugged in, this happens regardless of which powerplan is selected and what performance mode is set in vantage

I checked through a couple of posts. So the possible reasons can either be driver issue or something hardware related.
Do you have any recommendation on how I should start troubleshooting? Like what should I check for first
