Referring to "Power Reporting Deviation"

I currently own a R9 5900x w/ a ROG Strix x570-i, and I had a "possibly a bug" problem, as my "Power Reporting Deviation" was reporting well around 30%, with cpu usage not going over 3% and temperatures constantly dropping, starting from 39C. After restart, it was all back to normal, then I suddenly see around 150% idle & 111% CineBench R20 load on my "Power Reporting Deviation". HWInfo has informed if my power deviation goes over 110%, I should seek for support on this forum. I am not experiencing issues or very high temperatures, as my temperatures perfectly hit 69% as always on load. I am worried for my CPU's lifespan, as I don't want to lose it within 5 years.
