AMD Power Reporting Deviation very low

I used HWiNFO64 to monitor my Ryzen 5 2600X while running Cinebench R20, usage was at 100% and power reporting deviation was under 60%, see attached screenshot. The deviation stays around 50% even while idle.
Specs:
AMD Ryzen 5 2600X
NVIDIA GTX 1080Ti 11g
GIGABYTE AORUS B450i PRO WIFI
CORSAIR SF600 (SFX, 600W)

Same issue, same motherboard, different GPU.

Getting 86% with an RX580. Let me know if you gather any info. I'll check back if I do.
