FPS shows zero (the new normal?)

I use v8.22-5670 on latest Windows 11 Pro.
I used to be able to see the fps no matter what I did. Even on the desktop in Windows.
How come it only works on fullscreen applications now? Even borderless windowed apps are ignored.
 
The last sensor for my graphics card (ASRock RX 7900 XTX Phantom Gaming OC).
At the time of the screenshot I actually have a game running in borderless windowed mode, which according to Steam runs at 120+ fps, but HWiNFO shows zero...

Ah, that sensor is internal GPU and not very reliable. Watch the PresentMon one.
 
Okay, back to my original question. Howcome I can't get any fps, when I am showing my Windows desktop?
Even PresentMon shows 0.
I also realized, that even when in games (borderless windowed), then PresentMon often shows 0 for a while.
Maybe I misunderstand something, but I thought it would detect (and show) the framerate at all times, no matter what I was doing.
 
On the screenshot attached, I am running a game from Steam in Windowed Borderless mode.
I honestly expected at least ONE sensor would get the reading for the fps correctly (or at least CLOSE to), but "Framerate=0", PresentMon Framerate (Presented=0,7" and "PresentMon Framerate (Displayed=0,7". Upper left corner shows Steams overlay, which shows 55fps.
Why can't any of them get the fps right? They don't even do it when it's the front most window.
Can't remember how far back, but I DO remember HWiNFO actually read the fps on the Windows desktop...

PresentMon doesn't seem to catch the FPS - it also indicates it's measuring dwm.exe which is Windows Desktop.
Is Intel's PresentMon showing you FPS?
 
I assume not, as it's a 100% AMD system ;)
Ryzen 7700X, with an ASRock RX7900XTX Phantom Gaming OC graphics card.
I tried running Eden Crafters in Windowed mode, AND having it as the active window. It doesn't even register the game properly.
It registers SOMETIMES, but mostly not, and it's a problem with just about all games.

I just got around to test with Intel PresentMon. It just flatlines with my graphics card...

I'm sorry, I don't have a solution for this now.
HWiNFO relies on the same PresentMon, so we need to wait until Intel fixes it. It's most probably an issue related to a specific app/game as the majority of others work properly.
 
To me it looks more like a problem with at least my graphics card model, as it's everything that shows either zero or delayed fps stats. Maybe I should contact them, but first I am gonna try and see if others have the same issue.
Thanks for pointing me in (what I assume is) the right direction :)
