I've noticed that HWinfo is reporting completely incorrect maximum fan speed for my Gigabyte Aorus Master 4090, as you can see from the attached photo.
The GPU driver is responsible for reporting these values, so the problem is there.
I will add a workaround to filter out such values but the main fix should happen in the driver.
