HWinfo portable, is not portable

The portable version of HWinfo, stores the configuration on the Windows Registry (example: the configuration of alerts).
Portable applications do not have to use the Windows Registry.
 
[HWinfo64 portable -  version 5.54]

That depends on interpretation the "portable" term Your understanding is something like "Ultra Portable"
But don't worry, we have something for this:
- Either use the PortableApps version of HWiNFO, or
- Disable the "Remember Preferences" option in HWiNFO
and you should get the "Ultra Portable" version
