I have two gpu video decode sensors and I'm confused

Issue
What I have noticed is that in regular task manager, video decode usage resembles GPU Video Decode "0" usage, but in some videos, Task Manager's video decode usage is 0%. In such scenarios, GPU Video Decode "1" usage in HWInfo shows actual usage. I'm confused - which one is accurate? And is GPU video decoding actually working?

I'm sorry I don't have an answer for that. This is how the GPU driver exposes stats via DirectX but they don't provide further details and neither Task Manager does shed more light on this.
