Incorrect GPU power consumption

It seems HWInfo64 reports incorrect GPU power consumption. Under GPU.GPU power it seem to be reporting the core package power consumption, but most people assume it is the total card power consumption reported. This descrepancy should be adressed!

In this example in right column is the maximum power measured. The total amount of power going into any GPU card is supplied by PCIe 12v + PCIe 3.3v + 8/16pin 12v.
Total is 140,924W asuming GPU Misc0 is PCIe 3.3v. (Not sure what input PP is)
Even just adding 12v and 8pin together gives a higher number, and it is highly unclear what this example of 117.522w is representing.

If people is assuming GPU power represent the entire card, this value is 17% lower than actual consumption!
 
Seems Nvidia is giving off odd numbers. The max possible draw thru PCIexpress is 66w for 12v and 9.9w from 3.3v. for the 4090 card below, it seems FBVDD is actually PCIe12v and PCIe12v is mislabeled and are actually the 3.3v.
For the 3060 card above Misc0 seems to be PCIe 12v after the power convertors as the numbers foollow each other closely and the 3.3v is simply missing.
