I am constantly monitoring and getting alerts when GPU, CPU or PCH temp reach a specific value.
However, after a Sleep or Hibernation, PCH temperature showing 0.0
This looks like a BIOS problem, which doesn't properly reinitialize PCH thermal monitoring after sleep.
If you restart HWiNFO after sleep, will it then show a correct PCH temperature ?

I'm afraid in such case the problem is most probably in the BIOS and can't be fixed in HWiNFO.
You should contact ASRock support, hopefully they will fix it in a new BIOS release.
