Power draw not reading correctly?

So I have an Asrock X570 Taichi and a Ryzen 2700 non X (temp until I get the 3950x), and the CPU Package power reading is really low, never seen it go above 30w under full load even with a Prime 95 load, on the other board I pulled the chip from it would read around 60w which is about right for the chip as its 65w.
The per core power readings are about where they should be but the total is off?

Such issue is usually a BIOS bug, which doesn't properly configure telemetry settings.
