Power Reporting Deviation underperforming

So just installed an ran HWInfo, came to understand that my CPU seems to be underperforming.

My power report deviation shows the following values while under full load. (used AIDA64 to submit the stress test and put it on full load)



Some help solving this issue would be appreciated, as i have no clue how to fix it.
