VIN3 reading - static, but varying wildly?

Hello. I have a 13700K and a MSI Z790 Gaming Plus motherboard, and the "VIN3" sensor reading in HWInfo bugs the hell out of me. I can't figure out what it is and what affects it, because with the exact same configuration in the BIOS, I've seen it displaying all kinds of values, ranging from less than 1V to 1.5V. At the same time, it's mostly static, so regardless of whether CPU is idling or under load, the VIN3 value barely changes. It tends to select one value at boot and then stays more or less the same, within +-40mV. I have my AC LL and DC LL matching, lowered to 0.68mOhms, paired with the corresponding LLC mode on my board, and have also applied a voltage offset. The Vcore (which is also a bit wrong, but that's another topic) with this configuration never goes above 1.3V. I tried a 1.1/1.1mOhm configuration (with the correct LLC), as well as a AC LL undervolt where AC<DC, but no matter what I do, VIN3 doesn't exhibit any logically explainable correlation to anything I do with CPU-related voltages.

My RAM is a 6000MT/s DDR5 CL30 kit, which runs at XMP1 at 1.4V.

Does anybody have an idea what's going on with VIN3? I have searched the forum and also in Google and have found some topics, but none seem to answer my question.
