Vmaxstress has something to do with allowing the CPU to draw more than 1.500V. You can enable Vmaxstress in the BIOS to prevent the CPU asking for more than 1.500V.

VmaxStress may clip the frequency if the effective maximum voltage on the silicon is too high.
