What is lansweeper and why do I need to download it

I'm new to this program so I would like to know why I have to download lansweeper with the HWinfo program.

Also, I heard there is a manual fan control feature. Is this true?

Which option do I choose while downloading the program?

You don't need to download Lansweeper at all, it's just an advertisement for another (useful) product.

Fosshub, Local, sac ftp or older versions (archives)

Any option (except older versions), all mirror the same in case one site is offline.
