Wrong clock speeds & utilization on my Ryzen 9 7950x

Good evening, ever since I have built this PC I couldn't get HWiNFO to show the right clock speeds and utilization values when compared to Ryzen Master or other measurement applications. I am
currently running the latest 64x version of HWiNFO. I have to note it's only the CPU values that are affected and everything else is running appropriately.
Specs:

CPU: AMD Ryzen 9 7950x
RAM: Kingston Fury Renegade DDR5 6000MT CL32
Motherboard: AsRock Taichi Carrara x670e
GPU: Nvidia GeForce RTX 2060 Super

And heres a screenshot of my utilization values, some, for example, the core 7 threads are correct but otherwhise they aren't lining up.

You need to compare the "Effective Clock" and "CPU Utility" in HWiNFO with RyzenMaster and Task Manager.
Also when the clock/usage varies a lot you'll never be able to get the exact same data across different tools due to different sampling time.
