HWiNFO is showing my GPU core load is 100% but says Performance Limit - Utilization Yes. Why is this?

As you can see in the screenshot my GPU Core Load is 100% (running Heaven in the background) but it indicates Utilization is my current power limit. Why is this? GPU-Z shows the same thing for PerfCap Reason
