Management Engine Interface and GPU rail voltage

Please educate me regarding what Management Engine Interface got to do with the GPU rail voltage? My GPU rail voltage hardly hit 11.95v during idle, but after I updated the latest Management Engine Interface driver, it went to a perfect 12.02v. Is it just visual numbers or the voltage actually got better? Reason I didn't update the driver before was because Amoury crate says I had the latest version already.
 
Or is it just the power cables is cooled then it showed 12v, as it get heated up the voltage dropped?
 
It believe it's just a coincidence. Such small variations on voltage in that range is absolutely normal.

Sorry if this has been asked before, I tried searching the forum but don't seems to find any info. Where hwinfo read the gpu rail voltages? Motherboard sensors or GPU sensors?
