Respin Period - No effect

I could not notice any effect. What should it do?

What I would like is:

Say I have a setting of 10000 ms.
a) If Upspin is necessary, at least spin for 10000 ms, so cooling can actually take place.
b) After downspin, at least do not spin up for 10000 ms, but take spin up if temperature gets too high for security reasons. Requires some grace temperature.

Currently: Up and Down smaller than 5 Seconds, which is a bit annoying.

The respin period is meant to be used only for certain types of fan control (machine models), where the fan controller doesn't hold the setting it's requested to.
