SGX was depreciated due to security flaws and was not included in the lga 1700 core processor line up. From what I read, "OS usually expects BIOS to set certain bits in MSR_IA32_FEATURE_CONTROL for some features (e.g. VMX and LMCE)." You said "MSR_FEATURE_CONTROL doesn't seem to be capable of disabling TXT." Ok, but the O/S or its drivers may prevent SMX from implementing TXT/SMX features via system-guard... if such a bit is set in the bios. I am curious if the full feature set is baked in, but only permitted to run on VPro machines, a close cousin of planned obsolescence.
