Where to get the SDK? and is there any open source code available?

i'm looking for the sdk or opensource code for build a small software to solve the fan control problem on my DELL laptop. But there is no download link on http://www.hwinfo.com/sdk.php
Or is there anyone can explain how does the hwinfo read temperature from EC?

HWiNFO SDK is not a free option.
