Win 11 22H2 incorrect CPU usage values

So after updating a week or so back, I've noticed that HWINFO is showing incorrect values when it comes to core usage.

I noticed it when gaming and saw that afterburner already fixed it in their last beta (it had the same values as HWINFO and not as taskmanager for core usage before updating).

CPU usage sensors have been switched to alternate data source to bypass wrong CPU usage reporting on 22H2 due to broken idle times returned by NtQuerySystemInformation(SystemProcessorPerformanceInformation)

HWINFO is still showing the incorrect values after a few new beta releases. Nobody noticed this happening??
 
Any reasoning why both usage and utility values for cores are different? Aren't those inherently the same values?
