battery current capacity vs windowa 10 battery charge indicator (73,1 % vs 100%) ...who's wrong and why

Hi to everybody, I'm new in this forum .
My issues the one reporter in subject.
I've bought a new battery for my asus laptop.
Hwinfo show :
Designed Capacity: 48400 mWh
Full Charged Capacity: 48125 mWh
Current Capacity: 35178 mWh (73.1 %)
but at the same time Windows say Battery charge 100%.
Is it normal?
